Yes, this can be done in current versions of LabChart 8. First, access the LabChart display settings dialog by clicking on the LabChart Setup Menu and selecting 'Display Settings...' from the pop-up menu that appears.
Then, check the 'Black background' check box and click the 'OK' button.
The Chart View background should now be black.
